There are a number of different things that you can do to gain attention from recruiters on LinkedIn. I think one of the biggest problems for job seekers is that they are not maximizing LinkedIn to its full potential. LinkedIn has very powerful algorithms that can help employers and recruiters find you. I would suggest considering the following:
Private messaging 10 to 15 recruiters per day and attaching your resume. This can help you get early profile views to help you get shown more on other's profiles.
Tailoring your resume to a number of different jobs by using the "jobs" tab

Use your job headline to attract recruiters in your industry. For example, "Project Manager - Loan Operations" versus a traditional "Project Manager" title. Be specific to attract specific recruiters. If the title is too broad then you can sometimes get leads that may not be suitable for you.
Update your job description. If you leave it blank then you make it hard for the algorithm to aid in recruiters finding you.
Use your "FEATURED" tab in order to highlight the most important things about you. This is where you need to brag on your accomplishments in my opinion. For example, I highlight certifications, my published books, and any work achievements. Again, this is up to you.
I would highly advise anyone reading this to put A LOT of time into learning skills such as software/programs. Hard skills will ALWAYS get you the job in conjunction with any degrees, certifications, and/or experience.
If you can utilize LinkedIn to your advantage, you'll find out that the pay rates are exceptionally high compared to jobs that you see everyday. Believe me when I tell you that the compensation is possible.
